This document explains how GoGoCard works, what the User may expect from the Service, and what the Service expects from the User. By opening a Profile or making a first deposit, the User agrees to these Terms and to the Service's Internal Policies (the AML & KYC Policy, Privacy Policy, Cookie Policy and Refund Policy), which are published on the Website and form part of the agreement between the User and the Service.
These Terms are written as plainly as possible. Words with a specific meaning are defined in Section 2.
1. About these Terms
1.1. These Terms are a public offer made by GGC – Technology Company Limited, registered in Dominica under licence AA00623, registered office at 3 Kennedy Ave, office 314, Roseau, Dominica (the "GoGoCard" or the "Service"). On acceptance, they become a binding agreement between the User and the Service.
1.2. Together with the Internal Policies, these Terms set out the conditions on which the Service gives the User access to the Profile, the GoGoCard system and the Service's services (the "Services"), and on which the Service charges fees at the rates published on the Website.
1.3. The Service may provide the Services and contact the User through any of its channels — the Website (including the app at app.gogocard.me and any other subdomain), the app, customer support, email, and any partner or third‑party interface made available by the Service. All of these are part of the "Services" unless stated otherwise.
1.4. Anything not covered by these Terms is governed by the Internal Policies. Acceptance of these Terms means the User also accepts those policies.
1.5. The content of the Website is provided "as is", for information only. The Service does not guarantee that it is always accurate, complete or up to date, and the User should not rely on it as the sole basis for any decision.
2. Definitions
- Service (GoGoCard) — GGC – Technology Company Limited (see clause 1.1).
- Profile — the User's personal profile in the GoGoCard system, through which the User accesses Cards and accounts.
- Applicant — a person who applies to open a Profile.
- User — a person who has opened a Profile and may use the Services.
- Account — a balance of Funds held in the User's Profile. The User may have a main account, a Referral account, and Card balances.
- Funds — electronic value recorded in the Account.
- Payment product (card) (the "Card") — a virtual or physical GoGoCard payment product issued by a third‑party Issuer (see Section 7).
- Issuer — the third‑party card issuer that issues the Cards. The Service is not the Issuer.
- Login Details — the credentials the User uses to sign in: email, phone number or Google sign‑in, together with any password or one‑time code.
- Payment Order — an instruction the User gives the Service, electronically, to carry out a transaction.
- Fees — the amounts the Service charges for the Services, at the rates published on the Website.
- Internal Policies — the Service's AML & KYC Policy, Privacy Policy, Cookie Policy and Refund Policy, published on the Website.
- Dormant Profile — a Profile the User has not signed in to for three months or more.
- United States Person (US Person) — any US citizen, US lawful permanent resident (Green Card holder), US tax resident, or any entity formed in the United States or controlled by such persons.
- Restricted Person — anyone prohibited from using the Services under these Terms, the Internal Policies (including the AML & KYC Policy) or applicable sanctions / AML / CFT rules.

Words referring to one gender include all genders.
3. Who can use GoGoCard
3.1. To use the Services, the User must open a Profile (Section 4) and pass verification (KYC).
3.2. The User must be at least 18 years old and have full legal capacity under the laws of their country.
3.3. The Services are not offered to US Persons. By using GoGoCard, the User confirms that they are not a US Person and are not acting for one. The Service takes reasonable steps to prevent US Persons from using the Services, and may refuse service, suspend or close any Profile if it identifies or reasonably suspects that the holder is a US Person.
3.4. The User may not open or use a Profile if they are a Restricted Person, or if doing so would break the law in their country of residence. By opening a Profile, the User confirms it does not break any law applicable to them. If the User's use of the Services becomes unlawful where they live, the User must stop using them immediately.
3.5. The User acts only for themselves, not on behalf of anyone else.
4. Opening a Profile and verification (KYC)
4.1. To open a Profile, the User completes the registration form on the Website, provides the requested details, and accepts these Terms. On acceptance, the agreement between the parties takes effect.
4.2. At registration, the Service requests the User's name and surname, country of residence, and email address.
4.3. To get full access to the Services, the User completes verification. For this, only the following are required:
- a valid identity document — a passport, national ID card or driving licence — which also shows the country that issued it. The country of issue is taken as the country/region of the Profile; and
- a selfie with a liveness check.
Proof of address is not requested.
4.4. Verification fails if the information is not provided, or turns out to be false, incomplete or out of date.
4.5. Verification is automatic and normally completes immediately, within a minute at most. If the Service's system has any doubt, the documents are sent for manual review, which can take longer. Verification is complete when the Service confirms it in the app.
4.6. The User must keep their details accurate and inform the Service promptly of any changes.
4.7. The Service may, at any time, ask the User to confirm that their information is still accurate, or to provide additional documents, within 7 days. The Service may also require the User to complete verification again at any time, whether or not the User was verified before. While any such request is outstanding, the Service may suspend the User's operations and block or limit the Card, Account or Profile until the request is met. If the User does not comply, the Service may cancel verification, suspend or close the Profile.
4.8. If at any time the Service identifies or reasonably suspects that the User is a US Person or a Restricted Person, the Service may refuse or cancel verification, suspend or close the Profile, and end these Terms.
5. Profile and Account
5.1. Once registration is complete, a Profile is created and the Applicant becomes a User.
5.2. The User's Profile, Cards and the Funds in them are part of the GoGoCard system and belong to GoGoCard. The Funds the User adds are made available to the User on a perpetual, interest‑free basis for use through the Services under these Terms, and no interest accrues on the balance.
5.3. Limits may apply to deposits, payments and withdrawals depending on verification status, the type of Account, and other risk factors. Current limits are shown on the Website.
5.4. The User can sign in to the Profile and access the Funds only using their Login Details.
5.5. The User is responsible for keeping the Login Details confidential. Any action taken using valid Login Details is treated as taken by the User (see Section 9).
5.6. When a transaction changes the Account balance, the User confirms that balance by making the transaction.
5.7. The User may close the Profile at any time, provided there are no outstanding obligations to the Service (see Section 17).
6. Adding and withdrawing Funds
6.1. The User may add Funds and make payments through any method made available by the Service — for example crypto deposit, SBP, or other options shown in the app. Available methods may vary by the User's location, status and risk profile, and may change.
6.2. Some deposit or withdrawal methods are provided by third parties and are not part of the Service's Services. Those third parties may charge their own fees, and their own terms apply.
6.3. Cash withdrawals at ATMs are available only with physical plastic cards, in line with the card limits. Any other withdrawal methods, where available, are shown in the app and are subject to the User's limits and to applicable checks.
6.4. The Service carries out a transaction based on the User's Payment Order, given electronically through the Profile. The Service identifies the User by the Login Details, and may ask for extra checks before completing certain Payment Orders.
6.5. The Service sets deposit and withdrawal limits for security reasons, and may restrict certain methods for higher‑risk activity. Current restrictions are shown on the Website.
6.6. The Service may notify the User of transactions by email or in the app.
6.7. The User may transfer Funds between their own Accounts, or to other Users' Accounts of the same type.
7. GoGoCard Cards
7.1. Cards are optional and may be virtual or physical. Cards are issued by a third‑party Issuer, not by GoGoCard. To get a Card, the User may need to provide extra information so that the Service and the Issuer can prevent money laundering, fraud and other risks. The User agrees that the Service may share Card‑related information between the User, the Service and the Issuer. Cards are issued in the User's name, and the User's name appears on physical cards.
7.2. Cards are provided on a rental basis. The Service may suspend, cancel or replace a Card at its discretion, including in the situations described in Section 10.
7.3. The Service's role is to pass information between the User and the Issuer. The Service provides Cards for rent for a fixed, one‑time fee. The User's transactions, Card balance and history appear in the Profile. Physical cards must be activated within 3 months of receipt.
7.4. When the User uses a Card, the User authorises the Service to deduct the value of each transaction, plus any related fees or taxes, from the available USD balance. Card transactions in another currency are converted to USD and may carry a foreign‑transaction fee.
7.5. Sufficient balance required. The User must not attempt any Card transaction or account operation where the balance is negative or not enough to cover it in full. This applies to all operations without exception, including: online and offline purchases; recurring, subscription or pre‑authorised payments; and adding or using the Card in any third‑party wallet, service, store or platform (for example Apple Pay, Google Pay, Alipay or PayPal). The User is responsible for ensuring sufficient available balance before each operation. If a transaction is nonetheless processed while the balance is insufficient, the User must settle the shortfall immediately, plus any related fees.
7.6. The User's responsibility for the Card. The User is solely responsible for the use of the Card, Profile, Account and the Funds on them; for every transaction; for adding or storing the Card in any third‑party service, wallet or store; and for any payment made, online or offline — regardless of the Card's status (active, blocked, frozen, expired or cancelled). The User is responsible for all transactions made with the Card, including those made by anyone the User gives access to.
7.7. Compliance with MCC and country restrictions. The User must not use the Card in breach of the merchant category (MCC), prohibited‑activity, country and region restrictions set out in the AML & KYC Policy. This includes adding or using the Card in any third‑party account, service or store whose registered or selected country or region is a prohibited or restricted one.
7.8. Declined operations. Five (5) or more consecutive declined or failed operations may result in the Card being annulled (cancelled) for security reasons.
7.9. If the User loses a Card, or believes someone may make an unauthorised transaction, the User must cancel it immediately through the app or by contacting support. Cancelling, suspending or freezing a Card can take some time to take effect, and the User remains responsible for transactions until it does. When a Card is cancelled, any remaining value is returned to the User's Account, less any fees or third‑party debts (if any).
7.10. The User may not use a Card for any unlawful purpose. The Service may instruct the Issuer to suspend, cancel, freeze or limit transactions on the Card.
8. Fees
8.1. The Service charges Fees for the Services. The amounts and how they are charged are published on the Website.
8.2. The Service may change its Fees by publishing the new rates on the Website; the change takes effect when published.
8.3. Fees are calculated in the currency of the transaction and rounded to the nearest cent. The Service's Services are not subject to VAT or similar turnover taxes.
8.4. The Service charges applicable Fees from the Account when a transaction completes, or when it otherwise has grounds to charge them. If the balance is not enough, the Service may decline the transaction.
9. Keeping the Profile secure
9.1. The User is responsible for keeping the Login Details — email, phone, Google sign‑in and any password or code — confidential, and for signing out at the end of each session, especially on shared devices.
9.2. The User must inform the Service immediately if they believe someone has gained access to the Profile, email, phone or Card, or if any Login Details may have been lost or exposed. Contact support or email [email protected].
9.3. Because the Service identifies the User by the Login Details, the Service is not responsible for losses caused by:
- the User giving someone access to the Profile, or failing to keep the details confidential;
- someone gaining access to the User's email, phone number, Google account or SIM (for example through phishing, SIM‑swap or malware) outside the Service's control;
- viruses or malware on the User's own device.
Where the loss results from the Service's proven fault, this Section does not limit its responsibility.
9.4. Providing information on request. The User must give complete and accurate information in response to any request from the Service's support or security (risk‑control) function. Until the User does, the Service may pause any of the User's operations and block or limit the Card, Account or Profile.
9.5. Holds and checks. To protect the User and the system, the Service may pause or hold an individual transaction where it suspects fraud, account compromise or a technical problem, and may ask the User to re‑verify or provide more information.
9.6. High‑risk requests. The Service's support and security functions may decline any request that they reasonably consider to carry a heightened security risk to the Services.
9.7. Non‑disclosure. For security reasons, and where the law or a regulator requires it, the Service may not always be able to tell the User the specific reason for a check, hold, block or refusal.
10. When the Service can suspend, limit or close the Profile
10.1. The Service's security function may block, limit, freeze, unfreeze, annul or close any Card, Account or Profile where it has sufficient grounds to do so, and may afterwards require the User to explain the relevant activity. This includes, without limitation, where:
- there are genuine security concerns;
- the Service suspects fraud or unauthorised use;
- the User's activity looks suspicious or breaks these Terms, the Internal Policies or the law;
- a court, regulator or law requires it, or the Profile is subject to an investigation;
- the User does not confirm their details or provide requested documents;
- the User opens multiple Profiles;
- the Profile is Dormant;
- the User's actions could harm the Service's reputation or cause it loss.
10.2. The Service may apply these measures with or without prior notice. If there is a balance on the account when it is suspended, the User should withdraw it within a reasonable time, less any Fees. The Service will lift a suspension as soon as the reason for it no longer applies.
10.3. Refusal of service. The Service's security function may decide to stop providing the Services to the User. In that case, the Service will send a final notice to the User's email, which will include how to withdraw any remaining balance and the time the User has before the Profile is closed. Where there are grounds, and to protect the security of the Services, the Service may decline to disclose the reasons for a block or refusal.
10.4. Suspension or closure does not release the User from obligations already owed to the Service. The Service is not liable to the User for suspending a Profile, and may keep and use transaction data relating to a suspended Profile.
11. The User's responsibilities and liability
11.1. The User is responsible for all transactions on the Account, including Card transactions and anything done by people the User gives access to.
11.2. The User is responsible for knowing and following the laws of their own country about opening accounts and moving money. The Service is not liable if the User breaks them.
11.3. Debt and negative balances. The User is responsible for any debt or negative balance arising on the Card or on any of the User's accounts with the Service, and must repay it when the support or security function requires, within the period stated in that notice. If the User delays payment beyond that period, the Service may charge interest of 0.1% of the overdue amount per day.
11.4. No harm to the Services or staff. The User must not abuse, threaten or insult the Service's staff, and must not harm the Services in any way — including marketing, technical, image or reputational harm. The User must not mislead others about the Services — for example by impersonating the Service, faking transaction or account IDs, falsifying screenshots, or cloning the website. In case of a breach, the Service may suspend the Profile, freeze Funds during an investigation, limit use of the Services, and take legal action.
11.5. If the User causes the Service loss by breaking these Terms or the law, the User reimburses the Service — including reasonable legal costs, fines and penalties. This survives the end of the agreement.
12. The Service's responsibilities and limits
12.1. The Service provides the Services "as is".
12.2. The Service is not responsible for losses caused by things outside its control, including:
- the User's own breach of confidentiality, or unlawful acts by third parties using the User's details;
- viruses or malware on the User's equipment;
- disputes between Users, or between the User and a third party the User paid;
- the User's breach of their own country's laws, or claims from tax or other authorities about the User's transactions;
- the User not having the hardware, software or internet access needed;
- the Service being unable to reach the User because the contact details are wrong or out of date;
- services provided to the User by third parties;
- third‑party websites the User reaches through links on the Website;
- temporary outages, technical faults, or failures of power, networks or third‑party systems that are not the Service's fault.
12.3. Third parties and political factors. The Service is not responsible for the acts or omissions of third parties or partners where these are caused by political factors.
12.4. Acts of authorities. The Service is not responsible where acts of state or government authorities prevent the User from accessing the Profile, Account or Card.
12.5. The Service is not responsible for losses arising from a suspension, a failed verification, an incorrectly completed Payment Order, the Service's compliance with the law, or the User's failure to read the current Terms or Internal Policies.
12.6. Where the Service's fault is proven in court, the Service's total liability to the User is limited to the amount of the Service's charter (authorised) capital. The Service is not liable for indirect or consequential losses, including lost profit, revenue, data or reputation.
13. Privacy and data
13.1. How the Service handles the User's personal data is set out in the Service's Privacy Policy and Cookie Policy, published on the Website.
13.2. The Service keeps records of the User's Profile and transactions while the Profile is open and, after it closes, for at least five (5) years, or longer where AML/CFT law or a competent authority requires it.
14. Communication and electronic signature
14.1. The Service contacts the User using the details the User has provided. Communication is in English or Russian.
14.2. The User may contact the Service at any time via support in the app or at [email protected].
14.3. The Service may inform the User of changes to the Services by email, in the app, or on the Website.
14.4. Documents between the parties are exchanged electronically through the Profile. Signing in with the Login Details is a valid way of identifying the User and counts as the User's signature for these purposes.
15. Inactive Profiles and unclaimed Funds
15.1. If a Profile is suspended, closed or unused and Funds remain unclaimed for 3 months, the User is treated as having waived any claim to them, and the Service has no further obligation to pay them to the User.
15.2. If a virtual Card is unused for more than 3 consecutive months and its balance is below 50 USD, the Service may cancel it. The Service will notify the User first, and the User will have 14 days to keep the Card active by making a transaction or topping it up to at least 50 USD. If the User does not, the Card is cancelled and any remaining Funds return to the Account, where they can be used only to open or top up new Cards. Otherwise Section 15.1 applies.
16. Changes to these Terms
16.1. The Service may change these Terms by publishing an updated version on the Website. The Service will inform the User of significant changes in the Profile at least 2 months before they take effect.
16.2. If the User does not agree with a change, the User informs support before it takes effect; these Terms then end on that date. If the User keeps using the Services after a change takes effect, that counts as acceptance.
16.3. Any appendices form part of these Terms.
17. Ending these Terms
17.1. These Terms run indefinitely until ended as set out here.
17.2. The User may end them at any time by deleting the Profile in the profile settings, provided there are no outstanding obligations to the Service. After deletion begins, no new transactions are possible, but obligations created before then remain until settled.
17.3. The Service may end these Terms by giving the User 2 months' notice. The Service may end them without notice if the User rejects a change to the Terms (on the date it takes effect), or 3 years after a suspension.
17.4. If Funds remain after closure, the User withdraws them within a reasonable time, less any Fees. After closure, the Service keeps Profile and transaction records as set out in Section 13.2.
18. Force majeure
18.1. Neither party is responsible for delays or failures caused by events beyond reasonable control — including natural disasters, acts of authorities, civil unrest, strikes, outages of power, internet or telecoms, third‑party failures, and attacks such as DDoS or malware. The affected party should notify the other within 10 days.
18.2. Force majeure does not cancel the User's obligation to make payments, or to pay any Fees or penalties due, once the event is over.
19. Governing law and disputes
19.1. These Terms and the relationship between the Service and the User are governed by the laws of Dominica.
19.2. The parties will first try to resolve any dispute by negotiation. Either party may start by sending a written complaint; complaints are reviewed within 30 days.
19.3. If the dispute cannot be resolved that way, either party may go to the courts of Dominica, which have jurisdiction. This does not affect any mandatory rights the User has under the laws of their own country.
20. General
20.1. The User may not transfer their rights or obligations under these Terms without the Service's written consent.
20.2. If any part of these Terms is found invalid, the rest still applies.
20.3. These Terms take effect when the User clicks "Open account", or makes their first transaction or deposit.
20.4. The User confirms that these Terms are clear to them and that they accept the Internal Policies published on the Website.
